Rape and other sexual assault at colleges and universities, including in fraternity and sorority houses, and what happens when it is reported.

How many sexual assaults do colleges report?

Every college that takes federal student aid must publish the crimes reported to it each year under the Clery Act, by campus. The counts include rape, fondling, incest, and statutory rape, plus dating violence, domestic violence, and stalking. They come from reports to police and to other campus officials, such as deans and coaches, so they hold reports that never reached police.

Are fraternity houses different?

No crime record says "fraternity." Police, court, and Clery records have no field for it. The nearest thing is Clery's noncampus property, which includes houses owned or controlled by student organizations a college officially recognizes. That takes in many fraternity and sorority houses, but not all, and it takes in other buildings too.

How many go unreported?

The National Crime Victimization Survey asks people directly, whether or not they told anyone. It records whether a person is a college student, so it can compare students with people the same age who are not, nationally.

What happens to the cases?

Police records note when an offense happened at a college or university, as a location type, but not whether anyone involved was a student. Court records don't note it either. Campus discipline under Title IX is a separate, administrative process, and most of it is confidential.

  • Sexual offenses police recorded at college and university locations, and how many ended in an arrest.

What the records can't answer

  • Say whether a victim or offender was a student, from police or court records. Only Clery reports and the survey record it.
  • Tie an offense to a fraternity. No record has a fraternity field, and a chapter is named only where a charge, a court finding, or a college's own published hazing finding names it.
  • Rank colleges by their counts. A college with more reports may have more assaults, or may make reporting easier. Clery counts are reports, not findings.
  • Count campus discipline as crime. Title IX cases are administrative, and most are confidential.

Clery uses the FBI's NIBRS definitions for rape, fondling, incest, and statutory rape, and counts each by where it happened rather than by who was involved. No victim of a sexual offense is ever named on CrimeDB.
