What the records can't answer
- Add civil and administrative recoveries to criminal losses. They are different measures and are never summed.
- Count fraud that was never charged. An alleged loss is what a charge states, not a finding.
How it is recorded
Under federal criminal statutes, such as wire fraud, bank fraud, and false statements to a lender, not police offense codes. A case is PPP fraud when the Justice Department says the charges involve PPP loans.
